Within the framework of the Jean Monnet Module “EU experience in public debt management: conclusions for Ukraine in the war and post-war period” (101127602 – EUEPDM – ERASMUS-JMO-2023-HEI-TCH-RSCH), implemented at Sumy State University with the support of the Erasmus+ Programme, the monograph “Conceptual Foundations for the Development of the Public Debt Management System Using EU Experience” has been published.
The authors of the monograph are Hanna Filatova, Olena Kravchenko and Natalia Ovcharova.
The monograph summarises the research results obtained within the EUEPDM project and is aimed at substantiating the conceptual foundations for the development of Ukraine’s public debt management system using the experience of the European Union. The publication systematises contemporary approaches to public debt management, examines European practices for ensuring debt sustainability and assessing debt-related risks, and analyses the system of debt security indicators and approaches to their comprehensive assessment. Particular attention is paid to the possibilities of adapting EU experience to the Ukrainian context, including the improvement of debt risk monitoring and the use of modern debt instruments and digital technologies. On this basis, the monograph proposes directions for the further development of Ukraine’s public debt management system in the context of wartime challenges, post-war recovery and further European integration.
The publication was prepared as one of the results of the third year of the EUEPDM project. The materials of the monograph are integrated into the MOOC developed within the project, while the research results were presented and discussed during project activities, including the Winter School “Public Debt Management Strategy under Conditions of Uncertainty”, held on 21–24 September 2026. This contributes to the further use and dissemination of the project results among students, researchers, academic staff and other stakeholders.
