Subsidy is targeted assistance provided to cover the costs of paying for housing and communal services. It is appointed if the income of the residents of the household living in the residential premises does not allow them to pay for housing and communal services on their own, to pay the costs of managing an apartment building, communal services, the purchase of liquefied gas, solid and liquid household fuel for the stove.
The mandatory payment percentage for each family depends on the size of the household’s average monthly gross income. It is calculated per person. Such a payment is determined individually according to a single formula: the average monthly household income per person is divided by the amount of the subsistence minimum per person per month, then the result is divided by 2 and multiplied by 15 percent. This is the basic fee for services.
This approach ensures the principle of social justice – the lower the household income, the lower the percentage of the mandatory payment for housing and communal services and, accordingly, the larger the amount of the subsidy.
