The first part of the series of trainings on public debt management within the Jean Monnet module project has been completed

In April – early May 2025, the first part of a series of trainings on “Conceptual framework for public debt management: the case of the EU – Ukraine” was held, which is being implemented within the framework of the Jean Monnet module “EU experience in public debt management: conclusions for Ukraine in the war and post-war period”, funded by the Erasmus+ program (101127602-EUEPDM-ERASMUS-JMO-2023-HEI-TCH-RSCH). The trainings were conducted under the supervision of Doctor of Philosophy, Assoc. Filatova Hanna Petrivna (project manager).

This part of the trainings was devoted to the study of public debt management tools and analytical approaches to decision-making in the field of debt policy. The training program covered the following key areas:

📌 Financial instruments in public debt management:

– Structure of government bonds: short-, medium- and long-term instruments;

– Green bonds, social bonds, and Eurobonds as modern forms of raising funds;

– Comparative case of bonds in the EU and Ukraine.

📌 Analytical approaches to debt policy assessment:

– Fundamentals of fundamental analysis: macroeconomic stability, budget balance, inflation, debt service;

– Basics of technical analysis: analysis of yields, spreads, market trends and investor expectations;

– Examples of analytics application for strategic debt management.

📌 Digitalization and transparency in the field of public debt:

– Overview of electronic bond auction platforms;

– The role of open data and information transparency in increasing investor confidence;

– Practical examples from the EU and Ukrainian experience.

During the event, participants actively participated in discussions, analyzed practical cases and consolidated their knowledge during interactive exercises.
